Expressway mainline default speeds are out of scope
The default speed on an expressway mainline is set by Cabinet Order Art. 27, which this site has not transcribed. The general-road figure is never reused for it. On an expressway, enter the posted limit.

What changes
One default becomes two, chosen by the road
Today, an unsigned general road has a single statutory default speed for cars: 60 km/h, everywhere, with no distinction between one unsigned road and another.
From 1 September 2026 that stops being true. The Cabinet Order article that sets the default is replaced, and the figure becomes conditional on the class of road. Roads that carry a centre line or lane markings, roads that are themselves expressways or motor-vehicle-only roads, and roads whose directions are structurally separated keep 60 km/h. Every other unsigned general road drops to 30 km/h.
In practice the roads that drop are the unmarked local and residential streets — which is to say the commonest road class in the country, and the one where a driver is least likely to be looking for a sign.
The default for mopeds is not changed by this amendment.
Why it is not a footnote
This changes the input every other figure is computed from
No amount in the fine schedule changes on this date. No point value in the points schedule changes either. It would be easy to conclude that nothing relevant has happened.
That conclusion would be wrong, and the reason is structural. Every speeding band on this site is a band of EXCESS — the difference between the measured speed and the applicable limit. The limit is the input. Change the input and the excess changes; change the excess and the band changes; change the band and both the amount and the points change with it.
So a driver doing an unchanged speed on an unchanged road can move from one band to another without a single figure in either schedule being amended. That is why this site renders the change as a period of the provision itself rather than as a note beneath a table, and why every page states which period its figures were computed under.
What has not changed
Signs still govern, and this is still only the general-road default
Where a sign posts a limit, the sign governs. That mechanism is unaffected: this amendment is about what applies in the ABSENCE of a posted limit.
It is also confined to general roads. The default speed on an expressway mainline is set by a different article, which this site has not transcribed — and the general-road figure is never reused in its place. On an expressway this site asks for the posted limit rather than supplying one.
The related towing and emergency-vehicle exceptions are unchanged by this amendment as well.
What to check
What a driver can usefully do about it
The practical question is not what the new figure is but which of the two applies to the road in front of you — and that is now a question about markings and separation rather than about a single national number.
Because the boundary turns on features of the road, it is worth knowing which of the roads you use regularly are unmarked. Those are the ones where the default may not be what it has been.
This site's calculator resolves the default by date, so it computes under whichever period applies. Where a sign is posted, enter the posted limit — that answer does not change on either side of this date.

Death and injury by driving is a different Act
The Act on Punishment of Acts Causing Death or Injury by Driving was amended by the same Act that amended the Road Traffic Act (Act No. 52 of 2026), but its offences and penalties are its own. This site has not transcribed them. A case involving death or injury is outside this calculator.

The summary-trial procedure is a different Act
The Summary Trial Procedure Act for traffic cases governs HOW a minor traffic case is disposed of. It is procedural and carries no amount of its own, so it is not modelled here. Its ceiling and this offence's own ceiling are two different figures.
