How to use these
The same claims, at reading pace
The reference pages on this site are built to be searched: a table, its source, its effective period, and as little prose as the subject allows. These articles cover the same ground in the opposite register — continuous explanation, for someone who wants to understand the system rather than look up one figure.
They make no claims the reference pages do not. Where an article explains something at length, the underlying statement is on a reference page with its instrument and citation attached, and the article links to it.
Every figure in every article is interpolated from the same payload as the tables. An article cannot quietly go stale relative to the page it explains, because neither of them holds a number of its own.
Where to start
If you have just been handed something
Start with what a blue ticket is. It explains the document itself and which system it puts the case into, which is the fact everything else on this site depends on.
