Hansokukin and bakkin

Both are money. Beyond that they are entirely different systems.

This is not a "bakkin"

bakkin 罰金hansokukin 反則金 / hōchi-ihankin 放置違反金

罰金 (bakkin) is the criminal-law word. What you pay on a blue ticket is 反則金 (hansokukin); what a vehicle's registered user pays for an abandoned-parking case is 放置違反金 (hōchi-ihankin). Neither is a bakkin. The searched word is the wrong register, and this page names the one that actually applies.

Speeding

One excess speed, three separate ladders

Speeding produces three consequences from one number — how far over you were — but the three tables break at different places. Reading one of them does not tell you the other two.

Hansokukin (the notice amount)

The floor comes from Penal Code Art. 15, reached through Art. 8 as the general rule. That article also carries a statutory-mitigation proviso under which a court CAN go below it; this site does not model mitigation, so what is stated here is the un-mitigated floor only.

No bands at all. The court sets the amount inside the statutory range.

Same points, different money

8 km/h over the limit and 17 km/h over the limit pay different amounts — ¥9,000 and ¥12,000 — and score the identical 1 point. The money table and the points table are not the same partition.

Past the boundary

Above the threshold the hansokukin table stops having an amount, and points keep accruing. "No hansokukin" does not mean nothing happens.

An open question

The two tables do not partition vehicles the same way

The ceiling table splits vehicles into 大型自動車等 / 普通自動車等 / 小型特殊自動車等. The amount table splits them into 大型車 / 普通車 / 二輪車 / 原付等. Neither the number of classes nor their names agree.

And neither instrument says the two partitions correspond. This site therefore has no function that reads one partition into the other. The two tables are printed side by side and their rows are never joined, because nothing in the statutory text licenses the join.

These two columns are NOT a correspondence table. The rows beside each other have nothing to do with each other, neither instrument states that the two sets cover the same ground, and this site carries no function that converts one into the other. What is listed is the WORDING each table actually uses, not a count of its classes: neither table words its classes uniformly from row to row, and rows that define a term sit beside rows that use the defined term.

NOT settled here, and a page that resolves it is asserting something neither instrument states. 【道路交通法】別表第二's 3-way vehicle partition (大型自動車等/普通自動車等/小型特殊自動車等, itself non-uniform between conduct categories) and the 反則金 amount table's 4-way partition (大型車/普通車/二輪車/原付等, ALSO non-uniform row to row) are never stated as co-extensive by either instrument. A page that computes "which ceiling applies to my 反則金 amount" by matching vehicle-class LABELS across the two tables is making an inference neither instrument states.

The four channels

There are four consequences, not two

It is natural to think of a traffic violation as producing "a fine". In Japan it can produce any of four distinct consequences, and they differ in who pays, which instrument sets the amount, and whether a licence is affected.

The first is the hansokukin (反則金): the administrative notice sum, paid by the DRIVER under the notification system, with its ceiling in the Act and its amount in the Cabinet Order. Points attach separately.

The second is the bakkin (罰金) or the petty fine: a CRIMINAL penalty, imposed by a court on the driver, with the amount set within a statutory range rather than read from a schedule.

The third is the abandoned-parking charge (放置違反金): billed not to a driver but to the vehicle's REGISTERED USER, where no driver was identified. It carries no points at all.

The fourth is not money. Demerit points attach to a driver's licence from their own table, independently of which of the money channels applies.

The register error

Why the word most people search for is usually the wrong one

The most common way to look up the cost of a Japanese traffic violation is to search for its bakkin — the criminal word. For most everyday violations, and for parking in particular, a bakkin is not what applies.

A parking violation draws a hansokukin, or the abandoned-parking charge. Neither of those is a bakkin, and the difference is not terminological fussiness: a bakkin is a criminal penalty imposed by a court, and it is not what an ordinary parking notice represents.

This site is written to be findable under the word people use and correct about the word that applies, in the same breath. That is the reason for the correction panel that appears on so many of these pages: it is not there to score a point, it is there because using the right register is the difference between understanding your position and misunderstanding it.

How the two are set

One is read from a table; the other is decided

The clearest structural difference is where the amount comes from. A hansokukin is stated: the schedule gives a figure for the conduct and vehicle class, and there is nothing to argue about within the notification route.

A bakkin is not stated. The legislation gives a ceiling, the general criminal law supplies a floor, and a court decides the amount between them. No table exists to read it off, and any source offering a single confident figure for a court fine is describing a typical outcome rather than a rule.

That is why this site can give you a hansokukin from a calculator and cannot give you a bakkin from one. The difference is not in this site's ambition; it is in what the instruments actually contain.

The two tables behind the notice sum

Even the hansokukin takes two instruments to state

The Act sets ceilings by class of violation; the Cabinet Order sets the amount payable within them. The ceiling table identifies its rows by pointing at criminal provisions of the same Act, while the amount table describes its rows in plain conduct terms.

So the administrative sum is defined by reference to the criminal register even when no criminal process follows. The two are not parallel systems that never touch — the notice sum is keyed to the offence the conduct would otherwise be.

The two tables also use different vehicle partitions, and neither instrument states how they correspond. This site shows both and converts between neither.

These are content, not gaps. Each is a bounded statement that a NAMED instrument does not contain something — never a claim that "the law is silent".

Death and injury by driving is a different Act

The Act on Punishment of Acts Causing Death or Injury by Driving was amended by the same Act that amended the Road Traffic Act (Act No. 52 of 2026), but its offences and penalties are its own. This site has not transcribed them. A case involving death or injury is outside this calculator.

The summary-trial procedure is a different Act

The Summary Trial Procedure Act for traffic cases governs HOW a minor traffic case is disposed of. It is procedural and carries no amount of its own, so it is not modelled here. Its ceiling and this offence's own ceiling are two different figures.

Not every Chapter 8 article is covered

道路交通法Chapter 8 of the Road Traffic Act (Arts. 117–122) holds more articles than the ones this site joined to the hansokukin ceilings. For a juvenile, the family court sets the amount

道路交通法Under Road Traffic Act Art. 130-2(1), second sentence, where a case reaches a family-court hearing the amount is set by that court within the Act's own Appended Table 2 ceiling. There is no fixed schedule figure to read off, so this site states none.
