This is not a "bakkin"

bakkin 罰金hansokukin 反則金 / hōchi-ihankin 放置違反金

罰金 (bakkin) is the criminal-law word. What you pay on a blue ticket is 反則金 (hansokukin); what a vehicle's registered user pays for an abandoned-parking case is 放置違反金 (hōchi-ihankin). Neither is a bakkin. The searched word is the wrong register, and this page names the one that actually applies.

The floor comes from Penal Code Art. 15, reached through Art. 8 as the general rule. That article also carries a statutory-mitigation proviso under which a court CAN go below it; this site does not model mitigation, so what is stated here is the un-mitigated floor only.

Same points, different money

8 km/h over the limit and 17 km/h over the limit pay different amounts — ¥9,000 and ¥12,000 — and score the identical 1 point. The money table and the points table are not the same partition.

Past the boundary

Above the threshold the hansokukin table stops having an amount, and points keep accruing. "No hansokukin" does not mean nothing happens.

The shape of the schedule

Six speed categories, banded by how far over you were

Speeding is not one category in the Cabinet Order's amount table. It occupies six, each one a band of excess speed, and each band priced separately by vehicle class. The bands are the schedule's own, and the table above reproduces them rather than smoothing them into a formula.

Two of those six categories are expressly limited to expressways and motor-vehicle-only roads. That restriction is not editorial: the schedule itself scopes those rows, and the reason is structural rather than arbitrary — the equivalent excess on an ordinary road has already passed the point where the notification system stops applying, so an ordinary-road case can never reach those bands.

This is a case where the table's shape encodes a rule that lives in a different instrument entirely. Read as a bare price list, the road-type restriction looks like an unexplained gap. Read against the criminal-referral threshold, it is the only shape the table could have.

Points

The points ladder breaks in different places

The demerit-points table also bands speeding by excess, but its boundaries are not the amount table's. The two schedules were written for different purposes and neither is derived from the other, so their rungs do not line up.

The practical consequence is that two drivers can pay different amounts and take identical points, or take different points at the same amount. 8 km/h over the limit and 17 km/h over the limit over the limit are priced at ¥9,000 and ¥12,000 respectively — and both score 1 point.

The points ladder also runs further than the money ladder. The amount table stops stating a figure once the case leaves the notification system; the points table carries on past that boundary into its own highest band. "No hansokukin" therefore never implies "no points".

The limit itself

Every band is computed from a limit that is about to change

Each band above is a measure of excess — the difference between your speed and the limit that applied. That makes the limit the input to everything on this page, and on an unsigned general road the limit is a statutory default rather than something on a sign.

That default is being rewritten. From 1 September 2026 it stops being a single figure for every unsigned general road and starts depending on the class of road. Where a posted sign exists it governs, as it always has; where none does, the applicable default may not be what it is today.

Because the excess selects the band, and the band selects both the amount and the points, a change to the default moves every figure on this page for the roads it touches — without a single number in either schedule being amended. That change has its own page.

What this site does not answer, and why

These are content, not gaps. Each is a bounded statement that a NAMED instrument does not contain something — never a claim that "the law is silent".

Death and injury by driving is a different Act

The Act on Punishment of Acts Causing Death or Injury by Driving was amended by the same Act that amended the Road Traffic Act (Act No. 52 of 2026), but its offences and penalties are its own. This site has not transcribed them. A case involving death or injury is outside this calculator.

The Summary Trial Procedure Act for traffic cases governs HOW a minor traffic case is disposed of. It is procedural and carries no amount of its own, so it is not modelled here. Its ceiling and this offence's own ceiling are two different figures.

Not every Chapter 8 article is covered

道路交通法Chapter 8 of the Road Traffic Act (Arts. 117–122) holds more articles than the ones this site joined to the hansokukin ceilings. For a juvenile, the family court sets the amount

道路交通法Under Road Traffic Act Art. 130-2(1), second sentence, where a case reaches a family-court hearing the amount is set by that court within the Act's own Appended Table 2 ceiling. There is no fixed schedule figure to read off, so this site states none.
