Speeding
One excess speed, three separate ladders
Speeding produces three consequences from one number — how far over you were — but the three tables break at different places. Reading one of them does not tell you the other two.
Hansokukin (the notice amount)

The floor comes from Penal Code Art. 15, reached through Art. 8 as the general rule. That article also carries a statutory-mitigation proviso under which a court CAN go below it; this site does not model mitigation, so what is stated here is the un-mitigated floor only.

Same points, different money
8 km/h over the limit and 17 km/h over the limit pay different amounts — ¥9,000 and ¥12,000 — and score the identical 1 point. The money table and the points table are not the same partition.
Past the boundary
Above the threshold the hansokukin table stops having an amount, and points keep accruing. "No hansokukin" does not mean nothing happens.

Which tables this looks up
The amount comes from the Cabinet Order's Appended Table 6; the points come from the Cabinet Order's Appended Table 2, part 1. They are different tables with different boundaries.
Whether the case has already left the blue-ticket track (30 km/h over the limit, or 40 km/h over the limit on an expressway) is decided BEFORE any amount is looked up.
The two ladders
Why one speed produces two answers that do not track each other
Most people expect a single ladder: the faster you were, the more you pay and the more points you take, in step. The Japanese tables do not work that way. The money ladder and the points ladder are two separate schedules in the same Cabinet Order, written for two different purposes, and they break at different speeds.
The calculator shows both because showing one would mislead. A small change in measured speed can move you into a new amount band without moving you into a new points band — and further up the scale it can leave the amount unchanged while the points climb.
That is this market's own structure, not a quirk of how this site presents it. 8 km/h over the limit and 17 km/h over the limit over the limit are priced at ¥9,000 and ¥12,000, and both score 1 point. Neither table is wrong. They are simply not the same partition of the same variable, and nothing in either instrument says they should be.
Vehicle class
Why vehicle class moves the amount but usually not the points
The amount table prices each conduct category by vehicle class, using its own set of classes. The base-points table does not split the same way: it prices the conduct rather than the vehicle.
So changing the vehicle class in the calculator normally moves the amount and leaves the points where they were. If you expected the two to move together, it is the tables that separate them, not the tool.
The class names are kept in the statute's own vocabulary rather than mapped onto a familiar set of categories. The instruments do not use one shared set — a comfortable translation would quietly merge two classes the law keeps apart.
The gate that runs first
Above the threshold there is no amount to look up
The Road Traffic Act excludes a large enough excess from the notification system altogether. That exclusion is not the top rung of the amount ladder — it sits before the ladder, and this calculator checks it in the same order the law does.
Once the case is outside the notification system there is no hansokukin at all: not a larger one, none. What remains is a court-set fine within the statutory range, and the demerit points, which do not stop at that boundary.
This is why the result can read "no hansokukin" and "points apply" at the same time. Read together they are consistent; read apart, either one alone gives the wrong impression of what happened.
What it will not decide
What this calculator deliberately does not answer
It does not decide whether you are on the blue-ticket track at all. The eligibility grounds sit outside the speed arithmetic entirely, and any one of them removes the track however small the excess was. They are set out on their own page rather than folded into this result.
It does not classify an alcohol or breath reading, and it does not predict a licence suspension or revocation. Both would require tables this site has not transcribed, and producing a confident figure without them would be the opposite of accuracy.
On an expressway it asks for the posted limit rather than filling one in. The statutory default for an expressway mainline is set by an article this site has not transcribed, and the general-road figure is never quietly reused in its place.

These are content, not gaps. Each is a bounded statement that a NAMED instrument does not contain something — never a claim that "the law is silent".
Death and injury by driving is a different Act
The Act on Punishment of Acts Causing Death or Injury by Driving was amended by the same Act that amended the Road Traffic Act (Act No. 52 of 2026), but its offences and penalties are its own. This site has not transcribed them. A case involving death or injury is outside this calculator.
